ISPs know they’ve lost the battle against the public opinion. They can keep funding as many sketchy white-labeled non-profits as they want, we know who they are, we know how much money they’re getting. Because of this, they’re switching tactics: it’s cheaper and more effective to entice highly selected politicians in key positions, find parliamentary loopholes, and sabotage the legislative process.
